Pursuant to the decree of April 1965, all foreign applicants were required to establish a subsidiary registered in Norway and with permanent representation in the country. This meant that all the French partners in Petronord had to form Norwegian subsidiaries.

Total Marine Norsk AS (TMN) was founded on 19 July 1965 as a member of the Total Compagnie Française des Pétroles (CFP) group. Auxirap Norge A/S was formed on 16 July, and Aquitaine Norge A/S on 13 August.
